Help , RDP logon even for remote users fail ?

Specs: Windows Server 2003
In our office , we have two active directory AD1 and AD2. The people who have enough credentials for login remotely can easily connect to AD1. But surprisingly no one can connect to AD2. Only one person from his account can only able to connect to AD2 through remote desktop. I have added users in remote desktop users group and add that gropu to "Allow logon through terminal services " policy. And also i checked rdp-tcp permission setting for Remote desktop User group. Everything there is fine. Even the people with domain admin credentials can't logon to AD2.

Any help will be highly appreciated !!!

Do each hold all the fsmo roles?
Do you know how to check?
