Forward domain name to URL

Specs: Windows Server 2003
I'm trying to control what website the users on the network go to. For example, i want the users to go to an URL when they type in a certain domain name on their browser. How do i get this done?

Google captive portal for the url redirection.

Though I would suggest its much easier/better to put in a device like a sonicwal firewall that you then configure to allow just the site they need to go to on a work related basis. You can leave yourself with full access.

i actually have sonicwall NSA 2400 .. i already have blocked them on certain sites, but how do i forward them ?
