forest prep for remote site

Specs: windows 2003 stand & enterprise
In my scenario I've two sites one is my main
office site having windows 2003 enterprise
server and other is my remote site and it has
windows 2003 standard server.
I'm using PPTP VPN for connectivity.
In this case my local office server is VPN
server and remote is connecting using PPTP
client. DNS has resolved successfully.
But when I trying to install AD on remote site
and making it as additional DC then it joined
the domain and start installing AD but after
sometime it pops up an error that DC is not
prepare for forest use adprep /forestPrep and
adprep /domainPrep.
So I login back to my office server and trying
to run adprep /forestPrep and adprep
/domainPrep but it says all is prepared
I've also used dcdiag.exe but it shows all test
are okay.
Can any one point out where I'm wrong.

I've got no real ideas, just a question. Is this according to MS best practice how to set up your sites?

The reason I'm asking is that I've never joined a secondary DC over a VPN, I usually set up a new site or child domain and add the 1st / parent domain to trusts.

Is the 2003 standard version R2?
What disk did you use to run forest/domain prep?
