Folder Permission Change Access Denied

Specs: Windows server 2003 Enterprise R2, 4GB, Quad CPU 6600, 2.4ghz
I am using Windows 2003 Enterprise Server R2.On this server i have a folder named ABC and it was shared before with $ sign.I formatted the operating system and tried to copy one file from that folder to other shared folder.But everytime i try to copy anything from that folder it says access denied,make sure that the disk is write protected or the file is in use.

I tried to change the security of that folder and once i tried to to that it showed there are no user added for changing the file permission and once i tried to add the administrator account and assign permission it says access denied.

Can anyone give me any suggestion for this.
