DHCP stopped issuing IP addresses

Specs: Windows 2003 SBS
I have been asked by a friend to look at his Windows 2003 SBS server as it has stopped issuing IP addresses to his client PC's after they rebooted the server last night. I have checked the leases for each of his clients and they all have 7 days remaining. I can assign the IP addresses statically and they can then use the shares on the server and browse the web, but cannot receive email via exchange (says disconnected on client end). When i look at DHCP in admin tools, it tells me the IP address of DHCP is 192.168.1.1 but it is also asking me to authorise 192.168.0.9 as a DHCP server. Any reason why this has changed after a reboot?

Sorry if there is a lack of info in here and if anyone needs more info for this to help solve it, just ask, my background in IT is Desktop based but i have had a year or so server work so may need some basic explanations please :)

I suspect someone brought in a home router and attached it to the network.

server is in the x.x.1.x subnet right?

post a ipconfig /all from the server and one from a workstation having the x.x.0.x ip for review
