DHCP not enabled windows 2003

Specs: Windows 2003
I added DHCP as a new role in Windows 2003 server. However, when I ipconfig /all it says DHCP is not enabled. When I added the role I set the scope from 192.168.54.1 to 192.168.54.15. I made sure that it was dynamic in TCP/IP. I also went to manage DHCP and I unathorized and reathorized the server. I have been researching this for about 2 weeks and I still can't figure it out. HELP!!! The server and clients are only connected to a switch and not connected to the internet.

When you do a ipconfig /all the server should have dhcp set to no since you give a server a static ip not a dynamic one.

Question becomes are the client pcs getting ip addresses?
They should be set to dhcp = yes

review the event viewr logs for why the server's dhcp isn't coming up.

Ok so I read events viewer and it says DHCP is not authorized to start? But I already authorized it when I went to computer management.

This article describes the same problem on windows 2000 server but may be the same on windows 2003.

make sure the routers dhcp is disabled. You can not authorize the dhcp if another one is found on the network.
