Creating a batch job to archive logs

Specs: Windows Server 2003 R2 Service Pack 2, Intel Xeon CPU X3220 @ 2.40GHz, 4.00 GB RAM
Hi,

I have to archive logs in the server. However the server has logs dated 2015, and doing this manually is time consuming.
I have to create a weekly archive of logs in each month. So for eg, for the year 2015 in the month of Jan, if there are 4 weeks, then I have to have 4 weeks of logs archived, and the naming convention would be <LOGNAME>_<MONTH>_<WEEK>.zip. And I have to do this for every month, in each year.
How can I automate this task? I tried googling batch jobs, however could not find proper articles on it, and most of them advised to use the tool "wevtutil". When I try to wevtutil I get the error :

C:\>wevtutil el
'wevtutil' is not recognized as an internal or external command,
operable program or batch file.

Please help me with this.
