create a user to have domain admin rights

Specs: Windows Server 2003
I have 15 users on windows 7 connected to server2003 DC. I need to have one of those users admin rights to manage user accounts on the DC. What would be the best possible solution.

You would assign this user to the group responsible for account management.

A domain administator would know how to do this.
