Can't set SessionPoolSize

Specs: Windows Server 2003
We have the problem of freezing screens.

I add the following registry to register.

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management]
But after a restart of the server and check it with the command !vm 4 in windbg, it still says it is 16MB. Do i something wrong?

I have a Windows Server 2003 standard edition 32bit with 4GB on memory.

You are setting a value that is too small and the system is using the default value.

If i set the SessionPoolSize to 48MB windbg still gives back 16 MB

Terminal Server Memory Usage By Session:

Session Paged Pool Maximum is 16384K
Session View Space Maximum is 20480K
