can't ping my 2003 server

Specs: 2003 server
i can ping to other devices on the network from the 2003 server but i can't ping the 2003 server from other devices

my firewall is off. very strange that I can ping from the 2003 svr but can't ping it. if I reboot, I can ping it for very short period of time.

Firewalls block being pinged. They don't usually block outgoing ping.

You must have something else installed. Antivirus? Malware checkers? Norton?

Is this a recent development or a new build?

outgoing pings are fine, it is incoming that are being blocked. recently built for a special scanning program that requires IIS, .NET and Java.

Don I don't think you are getting my point since you repeated the bit about the server can ping but can't be pinged. Again this is known behavior of a firewall. There is no mystery here.

What needs to be resolved is what application is responsible for the behavior.

Again what software packages for AV/anti-malware are you running?

Is there a difference if you come up in safe mode?
Are you running ipv6 or ipsec?
Can you ping the servers ip from the server?
Are you using two nics?

Not sure why, but when I switched the server from static to dhcp, all is good. It is recommended that the the server that I'm running this app on use a static address, but dns is running well so I'm leaving it at obtain automatically and using host names.

You must of entered something wrong when doing the static entry.

You will have issues with this setup but that is what we are here for.

BTW you can't use hosts file with dhcp ips [unless they are reserved]. You can only use static ips.
