Can't get 2 remote connections, Windows 2003

Specs: Windows 2003, 1/1GB
I have windows 2003 server Enterprise edition and 2 users who want to connect remotely with Remote Desktop. I know that for Windows 2003 Enterprise edition it is possibly to have 2 concurrent connections.
When 2 different users concurrently connect to first Windows 2003 server Ent. edition, it ok.
But when these 2 users wants to connect to another W2003 server Ent. Edition ( the same installation) with no special addition configurations, first user( let’s say it would be user A1) logs in, it’s ok, but when second user (let’s say A2) logs in to server, it says that "the user A1 is logged remotely to this computer . This user A1 has been idle for 1 minute. The desktop is unlocked. If you continue this user’s Windows Session will end and any un-saved data will be lost. Do you want to continue? "
How to make the second server has 2 concurrent connections like 1 one does?

These users part of the local remote desktop group on the server?
checked in their profiles that they are allowed RDP access?
