Can't change outgoing size limit - some users

Specs: Windows Server 2003 Enterprise SP 2, Intel Xeon 5130 CPU Dual 2.00 GHz
We have set a Global Size Limit on Send and Receive at 15 MB, but some users, like myself, need to send larger files, up to 30 MB in size.

So I check all the usual places: I make sure the Virtual SMTP Server is set to allow sent messages up to 30 MB. I make sure the allowed amount is at or over 30 MB in Administrative Tools ➝ ADUC ➝ "User" ➝ Exchange General ➝ Delivery Restrictions.

Now here's why I am having so much trouble with this, after making these changes, using my own account, I can send the large files without a problem, but another user with the exact same settings can not. Instead, he gets the error: "The attachment exceeds the allowable limit."

I can send the large files both internally and externally. The other user can not send them at all, no matter who the recipient.

Obviously it can't be a Global setting or issue, since it does not effect everyone, however, I can not find any other place where I could make changes that would effect the size limit of an individual user.

As a side note, I have no SMTP connectors configured, so it wouldn't be a setting there.

Any help would be greatly appreciated.
