Do you have excel and if so what version. There is a compatibility pack to download from microsoft office. Or if you have not got office you can download open office for free...opens most files types including office/excel files.

I don't have excel. Have windows 2003. Trying to open an excel file and it comes up blank. A box pops up saying "system cannot find the file specified". I rave reloaded my Microsoft office 2003.

Can you open your neighbors door with your house key? Of course not. Why do you think that is?

You don't have the correct key. Just like you need the correct key [program] to open a program file like an excel file.

You don't get the program with any OS like 2003

You either need to buy excel/ms office or download the free Open Office [google it] so you can open up the excel file.

please specify the full error messsage,
I would suggest as your running Office 2003, please download Microsoft Office 2003 service pack 1.
