Cannot install some .NET updates

Specs: Windows Small Business Server 2003, Dual Quad Core
Hi there. My company has a Small Business Server 2003 and 15 XP workstations. The server hosts Quickbooks, and of the 15 workstations, only three have Quickbooks installed. The three workstations and the server are having problems with .NET updates and a Silverlight update, yet all non-Quickbook workstations update just fine. We keep getting event ID 20. I called Quickbooks and told them "it seems like the problem is pretty isolated to Quickbooks computers only." They say it's not their problem. These are the updates that simply will not install:

Microsoft .NET Framework 3.5 Family Update for Version 2 - 3.5 (KB951847)
Microsoft .NET Framework 3.5 SP1 (KB982524)
Microsoft .NET Framework 3.5 Update for Windows Server 2003 and Windows XP 86 (KB982168)
Security Update for .NET Framework 2.0 SP2 and 3.5 SP1 on Windows Server 2003 and Windows XP (KB983583)
Security Update for Microsoft Silverlight (KB978464)

I have since used the .NET cleanup utility to remove .NET 2.0, 3.0 and 3.5. I have reinstalled .NET once again, but once it gets to the updates, we have the same problem. I have tried using Dial-A-Fix to re-register Windows Update with no luck. I've also tried going into IE and updating through there with the same problem. All other updates apply just fine. Finally, I've also tried disabling all services but the bare minimum, and have stopped all optional background processes. No luck.

Can anyone offer any suggestions?

Have you tried to download and install the offline installable patches?

I am having the same issue
We are a College with QuickBooks 2010 installed on about 40 machines
We have no problem with updates on the other 450 machines but when we try to run the updates for .netframework they fail
The first time I was able to reinstall windows installer to clear it up
The second time it happened we needed to create a fresh image and run all the updates before installing QuickBooks
I am now seeing the same issue with (KB983583)

I tired the batch file and the update still failed
I downloaded NDP20SP2-KB983583-x86 but the installation did not work. I will post the log
I will give you some more information
I do not receive an error code when the update fails. It simply says that the update has failed
