Cannot access https sites

Specs: Windows Server 2003

We run a windows server 2003 platform and all users are granted a full desktop via RDP sessions. Users browse the internet via Internet Explorer 8.

The problem I have is that although normal browsing works fine, users are not able to access any sites with the secure https prefix, this does cause a problem with government portals and private email accounts, to name but a few.

Any user who is a member of the administrators group does not have this issue, only "standard" users, can anyone advise what needs to be amended in order to grant "standard" users access to the https sites?

Users domain rights do not extend to the internet. You don't mention a proxy server for outgoing internet access.

This is a protocol issue; http vs https

I would be looking at the corporate firewall config and limits put on https and SSL/TLS . I would suspect someone configured it thinking only admins with corp access would be using https and restricted everyone else.
