Application data not proliferating to profile

Specs: Windows XP
I have an application housed on a Terminal Server running Windows Server 2003 SP2 in which I have multiple users connect to. When the application was installed, it was set to be able to startup for all users. There is a App Config file in documents&settings\Application Data\<ApplicationName>\<ProgramName>\Configfile. I have 20+users when logging in, generates a config file that goes locally to the PC. It should be mapped to \\<Servername>\<ApplicationName>\<ProgramName\config. I had to manually go into ever user profile to update this path. Why wouldn't profiles inherit this file from the %allusers%\%appdata% folder?

sounds like the app is not TS aware. Apps have to be written to run on Terminal Services.

I know this app is compatible with TS and was working fine. I added a whole bunch of new user accounts and cached them into the machine. Could that cause the appdata folder to stop inheriting into local profiles. I looked into my domain GPO and Application Data is not setup to redirect the folder but I know this was working before I added all these new accounts. I am also good with TS licenses as well.
