Specs: Windows 2003 server
My dhcp server is allowing unregistered mac address to obtain an ip; How can I correct this?

Totally normal behavior. If you don't want that happening then do ip reservations.

Better question is how are they getting access to your network if you don't want them to.

Where is your physical security?
You clearly don't have your entire scope set to reserved or they couldn't get on.

Is this wireless? or are they gaining access wired?
