some desktop icons not responding

Specs: Windows 2000
here is the deal, I had to replace the psu in my computer. After that my desktop icons quit responding unless they were shortcuts. My computer, recycle bin, folders, and a few others will not open unless I hit Ctrl+alt+del and open task manager. Then the folders will pop up. Any Idea what could have happened?

Only problem is, I don't have internet access for that computer.

You don't need internet access on that computer. Run from the installation CD.

got this computer used from a garage sale, have no disks for it, unfortunately :(

I did have to change the psu one other time, and when I did that it didn't affect a thing.

When power supplies go bad they can do all types of things including corrupting the data on the drive. After all, the drive depends on stable current to work.
