Can't change thumbnail quality/size

Specs: Windows 2000, 3.0 P4 - 2gb DDR400
I've tried the following reg hack that's all over the 'Net to no avail:

USER Key: [HKEY_CURRENT_USER\ Software\ Microsoft \ Windows\ CurrentVersion\ Explorer]
Value Name: ThumbnailSize
Data Type: REG_DWORD (DWORD Value)
Data Value: 32 - 256

USER Key: [HKEY_CURRENT_USER\ Software\ Microsoft \ Windows\ CurrentVersion\ Explorer]
Value Name: ThumbnailQuality
Data Type: REG_DWORD (DWORD Value)
Data Value: 50 - 100

So, I sit here scratching my head. I've tried changing both the size and the quality to their minimum and maximum values (yes, rebooting between each change) and I've yet to see a change. Can anybody tell me what I'm missing?

Yes - W2000 doesn't use that registry key. The "tweak" is intended for XP users.
