Get your ISP to look at your settings.

http://answers.microsoft.com/en-us/...It would also be worth checking with PlusNet. Firstly because it could be their problem, also that servers are very good at sorting out these sort of issues as they deal with them all the time.
FWIW whenever I've had that error it has turned out to be a problem at the server.
