Solved Windows spotlight picture stays the same

Specs: Vista Ultimate, SP2, 3.0Ghz/2Ghz
My lock screen picture is not changing. I ran sfc /scannow but it had no effect. I also followed the instructions listed on Windows Central. The only file in the settings directory is settings.dat. There is supposed to be a roaming.lock file also. How do I get the roaming.lock file back?

I checked some of the files in the assets directory and they are all graphics files, not pictures! Something definitely must have gone wrong with one of the latest updates I did. The last update I did was 1909. Updates says I'm not ready for 2004 yet.

The issue seems to have resolved itself! I found the roaming.lock file in the recycle bin and restored it. I saw that pictures were again downloading to the assets folder. The articles do say that it may take awhile for Spotlight to start working again after the fix detailed in the articles. I didn't have to edit any registry entries either! I guess lesson learned is to be patient and it will return to normal operation.
