Can a DVD-R or DVD+R disc be formatted?

You need to get an RW disk.

DCD+R are (automatically) formatted during the recording process.

But read the content linked by Johnw for fuller explanation.

Once a write once/write only disk has been written to - including format - it can't be repeated.

With RW - re-recordable disks they can be reformatted, and even used in style similar to a flash drive too.

There are others here very familiar (than I am) with that latter option.

Just to confirm that RW means "rewriteable"

I must be knocking back too much “kooking sherri” cos for the life of me I couldn't bring the term to mind... Better switch back to hot choccie ‘n cake, or switch brands of sherry.

The simple answer is you don't have to format a CD-R, nor can you.

Yes you can format a CD-R, you do this if you want to format it for a UDF format. That way you can add on to it until the disc is full like a multi-session disc. The difference is you can't delete like you could do on a CD-RW disc.
