How about telling us what you have tried so we don't just repeat the steps you have taken.

Look in device manager for any missing drivers. Did you install the chipset drivers?

Was this Factory Reset, install from vendor recovery media, or install from purchased or MS downloaded install media? If installed completely from fresh media, did you start by deleting all partitions and creating new one(s) [referred to as a Clean Install]? Did you install (or update if from vendor media) all drivers direct from system mfg's web site?
Important: Why did you reinstall? Maybe you did this for nothing and your problem was unrelated to Windows an may be hardware related.

You have to be a little bit crazy to keep you from going insane.

What is the free space available on the HDD?

You may boot the computer in a clean boot state and check if the issue persists. When you start Microsoft Windows, typically there are several programs that start automatically and run in the background that may interfere with the program. These programs may include antivirus and system utility programs. When you perform a clean startup procedure, you prevent these programs from starting automatically.

Note: After you have finished troubleshooting, follow the steps under “How to reset the computer to start as usual after troubleshooting with clean boot” in the article to boot to normal startup.

Please note that the poster did not answer the questions back in July. We have to assume that they figured it out or got help from another source (friend, pro, other site).
