Win 10 cursor freezes

Specs: Windows 10, Intel/4GB
On boot cursor 'jiggles' around a point and won't respond. Upgraded from Win 8. All other functions appear normal.
Latest Win 10 updates installed.

You say that it does not boot but you also say that it has all updates installed. Did it ever boot completely after Windows 10 upgrade?
You say "all other functions appear normal". Does it eventually boot?

Please elaborate.

You have to be a little bit crazy to keep you from going insane.

Please Elaborate that are you able to boot to windows or not if not then on which screen you able to reach while in booting process have your tried to restart in safe mode also check are you able to detect the hard drive in BIOS.
