Solved why won't my pc boot windows after installing new cpu

Specs: Windows 10
So I just upgraded my CPU from an i3 9100F to
an i5 9600K, but it gets locked up booting windows. I put the old CPU in and it works fine.

You didn't post any system specs. Did you check the motherboard manufacturer's website to make sure the new CPU is supported? Did you check to see if a BIOS updated was needed before the new CPU was installed? Did you replacement the cooling fan along with the CPU? Your i3 is rated at 65W; your new i5 is rated at 95W. Is your power supply up to the task?

Motherboard is gigabyte z370 gaming wifi
PSU is EVGA supernova 650 watt
Ram is OLOy 2X8 GB
SSD is crucial P1 M.2 2280
Graphics card is GTX 1070
I just installed a rosewill water cooler.

According to the Gigabyte page, there are 2 versions of the i5 9600K, the difference is the stepping. One requires BIOS version F10, the other BIOS version F12. However, there have been several other versions released since then so it would be best to go with the latest available - version F15a. You'll need to perform the update using the i3, then swap to the i5 & hope for the best. Be sure to manually configure the BIOS settings for best performance.
