Why do I have scrolling problems so much ?

Specs: Windows 10
I have been having scrolling problems and I do not know why. It's kind of hard to describe, whenever i try to scroll, the screen kind of freezes and the scrolling only happens on the bottom half while the top half is the frozen screen of before i scrolled.

I would start by making sure you have the latest drivers for your video card/chip

Does this happen everywhere or only in a specific place such as your browser?

In addition, if you have not restarted your machine in a while it is best to do it now. There will be a build up of tiny errors on the version of the system held in RAM that is running things and restarting reloads it all fresh. This may help and is simple enough to try.
My experience:
Windows XP could run 24/7 for at least 3 months or more without restarting typically without issues.
Windows 7 can run 27/7 for 1-4 weeks straight before needing a restart due to minor issues.
On Windows 10 currently, it is best to shut down or restart every 24 hours or up to a week at most.
I am NOT saying that XP was better but today's Windows system is doing many more things behind the scenes and the tiny errors creep in and slowly add up.
This is my experience, others may feel different.

You have to be a little bit crazy to keep you from going insane.

Further to above.... be sure to use Restart rather than shut down then start up again. Restart resets more on Win 10.
