When you say "Disk Clean Up", are you referring to the
Disk Cleanup tool built into Windows 10, or to some other
software that you got from somewhere else?

Have you used it before? Why did you use it now?

Exactly how is the call you got connected to your problem?

I'm not sure we need to know this, but it might help-- what
country are you in?

You say it is impossible to install any software. What software
did you try to install, and why did you try to install it?

Also make & model of your computer?

Avoid "any" we can help you deals/offers over the phone; especially if it's for support for dubious software. Don't sign up for or send any cash - by any means... This one doth sound dodgy...

A lot of the "we can clean your disk of junk and/or fix unspecified problems" utilities are often scams...

It sounds like you got scammed into installing a "clean-up" program from someone who called you. If this is the case, she wasn't helping you, she installed a virus on your computer.

I would look to your computer users manual on how to do a factory reset. Make sure you do the complete reset and don't save programs or files. That is the only guaranteed way ro clean your system.

Unless the original poster has backups of all critical
data stored somewhere off of the computer, it is likely
that the most important thing is to recover that data.
Until we are told that the data is backed up, or that
there is no critical data on the computer, we should
assume that there is, and it needs to be recovered
one way or another. Regaining use of the computer
may be far less urgent than recovering the data.

One of the next questions I would ask is whether the
user data is stored on a separate drive from the OS.
If it is, it might be easily recoverable. But I don't know
how those viruses work or how thorough they are.

You need to restore your system. In the control panel, click on System and Security > system. You will find System protection on the left, click on System Restore, and follow the instructions.
