reseting my pc issues

Specs: Windows 10
my labtop come preinstalled with windows 10 it won't let me reset it's always there was a problem no changes were made

What do "you" mean by "reset"?

Also why do you feel the need to (presuming you actually mean) Restore to as delivered/factory state?

And be aware that usually a factory reset/restore can mean loss of al your personal data etc. (although there is often an option to make that "reset/restore" and not lose data). Either way - ensure all your important personal files (usually photos and some music at least..) are safely duplicated onto DVD at least; ideally to an external hard drive too if possible. That way if anything goes amiss (at any time...) those important files are safe elsewhere...
