Recommend an animation program for me

Specs: several
I want to make some animations. I have made GIF animations
in the dim past, which were somewhat crude, and very inefficient
to make. No online or subscription programs. Pay programs are
okay, but they either have to be fairly low cost or really, really
worth paying for. I do not need bells and whistles, but I do need
something that is orders of magnitude faster than the manual
techniques I have used to assemble GIFs.

If there is a learning curve difference, or a big cost difference, I'll
accept for now something that can only produce cartoons rather
than fully realistic scenes, and upgrade again later. Something
that might be good for making a movie like Charles Eames'
Powers of Ten.

I'm using an HP laptop with 4 GB of RAM running Windows 10,
and I'd like to start with a program that works in that environment.
If it looks like I need a more powerful computer, I'll get one, but
not right away. I started making animations on a computer that
had a total of 64 kB memory, including the video memory and the
32 kB operating system, so making animations on a computer
with 62,500 times as much RAM shouldn't be a show-stopper.

Is the wrong community to ask? You still don't
have a sub-forum for graphics! No graphics people here??

eeueeuh blender? it's free, it can do a lot, but it might be way too much for what you're asking for.
it does 2D and 3D animations, but the learning curve can turn you away from it.
loads of tutorials tho :)

anyways here is an example "tutorial":

4GB might be a little on the low side btw, windows 10 uses 1.6~2.4 for just the OS.

I did say "an" animation program in the thread title.
Like, *one* recommendation. I thought you could either say
why you like the program you recommend, or you could ask
me to describe more about what kind of animations I want
to make, then select what you think might be a good choice
for me.

Of course, a list can be useful, too....
