PC wont boot up

Specs: Windows 10, AMD phenom ii x924 / 8GB ram
I tried to boot my pc this morning and it shows mb manufacturer for a sec and then just shows black screen with mouse on it it was like that and earlier when i tried ti boot up BIOS

You're going to have to explain more clearly & in more detail. Start with the make/model of the computer or the specs if it's a custom build. What do you mean, "tried ti boot up BIOS"? Do you mean pressing the correct key during startup to enter the BIOS settings menu? Or did you enter the BIOS & change some settings, & now it won't boot to Windows?

Motherboard: GIGABYTE 970A-DS3P
GPU:AMD radeon rx 550 4gb
Processor:AMD PHENOM II x924
8GB ram
I gave an example i didnt tried to boot bios and didnt change anything in bios but when i try to boot bios it just show black screen with mouse like now when i try to boot pc without entering bios

I believe the problem is in the power supply. They often fail due to a voltage drop in the network.

It can be a lot, but mostly a hardware related issue, like
- your motherboard battery is kaput
- something has broken on your machine ... When you try to power it on, what do you hear ? What do you see ? What do you smell ?

you can try to do a hard reset on the motherboard, pc making beep sounds? check your ram (i got a similar issue at work last week, turns out the ram was the cause). try to enter boot menu if you haven't tried that yet.
