The update you are referring to is KB3035583. This might help:
http://forums.windowscentral.com/wi...

However (on Win 8.1 at least) there have been several other optional updates that involve compatibility checking for "upgrading to later operating systems".

Always pop back and let us know the outcome - thanks

Is it a legal copy of Win7? Do you have Windows Update configured to auto-update? Do you have the Notification Area configured to "always show all icons"?

BTW, looking at your specs I have to ask - why are you running a 64-bit OS with only 2GB RAM?

Run Windows Update manually (Start>All Programs>Windows Update) and accept all recommended updates. This should do it, if not then look in optional updates for the get Windows 10 scan.
If your hardware is old enough, there might not be the required drivers being made available such as an older motherboard with an older chipset so that might also be the reason why you are not getting the option shown to get Windows 10 free.

You have to be a little bit crazy to keep you from going insane.

You need windows update KB3035583. This contains the Windows 10 upgrade icon, but you might want to do some research before you consider the upgrade. From what I read, it will be free to install, but could end up costing you money in the long run. Don't be in a hurry to install it until you research it. I just removed my icon, because I want to keep Win7. Your choice.

I have read much and MS says specifically that it is free and stays free as long as you upgrade within the one year of the release date, after that the offer expires. They go on to state that there will be no subscription or annual fee. They want to get as many to switch over as possible. Windows 8 was basically a flop, there are more people using Windows 7 still as there are current users of Windows 8, 8.1, XP, and Mac combined. Microsoft will consider Windows 10 a complete success if Windows 10 surpasses the number of users remaining on Windows 7 and they want that to be as soon as possible.

As I have noted, it is possible that your hardware is too old or suitable drivers have not been written (if ever) for your hardware for Windows 10, in this case, I assume you will not see the upgrade offer appear. Post your make/model of your system or motherboard or contact the vendor for more details.

I do not know AMD well but I do see drivers for Windows 7 & 8 which is a good sign though no mention of Windows 10 there. Others who are more familiar will probably get back to you on this a well.
You might try updating to the latest drivers from their site:
http://us.msi.com/support/mb/760GME...
in case that might help. You can also contact MSI through their site and ask them if support for Windows 10 will be available for your motherboard.

Run the Win 8.1 upgrade assistant to check if your system is compatible for win10 upgrade. It gives you an idea how far your hardware and software is off.

http://windows.microsoft.com/en-ph/...

On my win7 system, I get one incompatibility:
"Secure Boot isn't compatible with your PC
Your PC's firmware doesn't support Secure Boot so you won't be able to use it in Windows 8.1."

However on an older PC (with very little apps on) the upgrade icon is already there. Nevertheless during the final win10 installation (July 29??), a compatibility check is run.
