Msconfig/trouble shooter won't work anymore

Specs: Windows 10 creators , I7 12g
I used msconfig to boot into safe mode, now it no longer works nor does the windows 10 troubleshooter

System Restore could be an option - it doesn't affect your own stuff. You choose a date before the problem arose. However, MS turn it off during feature updates so if you haven't turned it back on again there might not be any restore points. Go to Control Panel (type it in Search) > System > System Protection.

If not try an ordinary computer Restart (this is more powerful on Win 10 than shutting down and starting up again).

Is this a PC or laptop? If it's a laptop is the battery easy to remove because there might be another option?

I could not click on system restore or a lot of other items. This is a pc installation. Even the search bar in Microsoft edge would not accept typing. I tried restarting the pc several times to no avail. I was able to get chrome to launch and downloaded the small app to install a fresh copy of windows 10. It's doing the after install updates right now. (Very lengthy).
