Solved Latitude 7350 won't boot past windows logon

Specs: Windows 10
I have a Latitude 7350 which had been working fine. Then installed some windows updates and now it will no longer boot into windows.

It would load the to windows sign on screen then immediately start shutting down. I preceded in trying to restore/reset from advanced start up options but it seems I could not because there was no local admin, so I downloaded the most recent windows using the media creation tool and installed that and basically the same thing, see video (I even tried previous versions of windows (i.e. 1909, 2004), all with the same result.

This would make me believe it is a hardware issue, however, I tried loading Ubuntu on it and that works without issue. Does anyone have any ideas?
