Go to Toshiba site and download the driver for the DVD drive and install it. Then see if there is any improvement. If not then the drive may be bad.

Which model Satellite to you have? Windows 64 a which version; Windows 7, 8, or 10?

Do you know how to access/view Device Manager and thus see the list of hardware etc. installed? If you do is there a yellow exclamation mark showing against the CD/DVD listing, or anything else?

You also need to post which application you are trying to burn from eg Windows Media Player, dedicated burning software, or something else.

Also, does it play disks even if it won't record?

It may need you to reinstall the drivers for the drive but first I would say restart the machine and see if that helps and then look in Task Manager to see if there is a lot of junk running in the background. If there is, it probably should be dealt with first since it can have an effect on burning. Also if you have not done this before or in a while, run Malwarebytes to remove malware that can also effect this process.
