i brought a power bank and its making a quite ticking noise no led lights are going is this charging or wat is it

What power bank? Make and model or link to site.
What charger are you using to charge it? Came with charger? Using phone charger? Which one? Did you try charging it with another charger? Another USB cord?
Is it new? Did it ever work? Is it under warranty?
Sounds are not normal for portable battery chargers since there are no moving parts. These are Lithium batteries and if you are getting noises or it is getting more than quite warm, seek professional advice or exchange it under warranty if possible.

You have to be a little bit crazy to keep you from going insane.

As pers fingers' advice... If it's under guarantee then return it as highly likely it's faulty. Power banks are silent when charging an attached device, and likewise when being charged.

Bearing in mind that some lithium battery packs have not just gotten "warm" some have cuaght fire and violently so too..., clicking noises could be indicative of arcing within; and that can and likely will generate heat...

I would not consider the one you have safe to use, let alone connect to any standard usb charger (2amps typical rating at least).
