Try to get into Windows safe mode by one of the following ways

1) as soon as you start the pc start to tap the f8 key continously until you get to the advanced boot section, from here select 'safe mode with networking' windows should start in safe mode and you can either restore to a restore point or start the reset again

2) if tapping f8 does nothing try f5 or escape

3) if none of the above work, force restart you pc three times, after three failed attempts at booting windows will automatically enter reovery mode and you can start the reset from here.

"...is stuck after trying to download win 10 all it says is downloading emergency repairs I left it on..."
Do you have Windows 10 installed or were you upgrading from Windows 7 or 8?
Where were you downloading it from? If it is not from Microsoft Official site then you may have been downloading something else instead like Malware, possibly a Virus, Trojan, or other nasty.
If the machine is still stuck neither on nor off then press and hold the power button. When it turns off, wait a couple of seconds and restart. Tap the F8 key repeatedly to get to the advanced boot options window and select Safe Mode with Networking. First I would run a system restore as advised above. Then after it restarts I would run Malwarebytes to make sure there is no funny software hanging around. If all want well then you may be all set but copy/paste the Malwarebytes log here for review if anything was found just to be sure. If any remaining problems, give us as much details as you can.

You have to be a little bit crazy to keep you from going insane.
