Specs: Windows 64
my monitor does not detect my CPU from sleep mode or boot. it has to be turned on and off several times before it is active.

Are you referring to the monitor or the PC?

Try the monitor on another computer (desktop) and try another monitor. While you are at it try another monitor cable.
Does the monitor say anything? What color is the power light? Try booting into Safe Mode and into BIOS set up to see if it is a driver issue or even system not really booting. Are you running off video card or built in graphics? Post system specs. We cannot tell even it this is on a desktop or laptop for sure.

You have to be a little bit crazy to keep you from going insane.

A CPU is a chip on the motherboard. THIS is a CPU.

It's unclear what you're turning on & off but I suspect it's the computer. That would mean there's probably nothing wrong with the monitor, so the problem is with one of the computer components. You didn't list any specs so it's tough to guess at what might be wrong.
