how do I format a dvd-r disc in win 10

Specs: Windows 10
I have tried without success to format a disc in win 10 with no joy. I have all the latest updates installed but still nothing. In win 7 I had no problem transferring from Windows Live Movie maker to disc, now I can't. This windows 10 has been nothing but rubbish in my estimation, I am sorely tempted to join Apple.

Right click the CD/DVD icon in "This PC" (Computer) then select Format from the drop down. This is the same way as previous operating systems. Is that not working?

The Microsoft page says:

Rewritable CDs (for example, CD-RW discs) and rewritable DVDs (for example, DVD-RW, DVD+RW, or DVD+RAM) can be erased and written to many times. After you erase a rewritable CD, DVD, or Blu‑ray Disc, you can format the disc and burn files to it again. For more information, see Burn a CD or DVD in Windows Explorer.

It is my understanding that once DVD-r has been written to it cannot be written to again. Numerous writes can be made using sessions but that's more trouble than it's worth.

I may be wrong but....

I seem to recall that one doesn't need to preformat a cdr or dvdr disk. It will formatted when being burned (recorded on).

There are two ways. You can format a disc then burn files to it rather like a floppy or flash drive. This is the facility that is in Windows. When you want to create an audio disk or video then you burn it in one go and it formats as it goes along. This latter process requires a program (or should we now say app) such as Nero or some freebie.
