How can you enable reagentc command in regedit?

Specs: iPhone
How can you enable reagentc command in regedit or command prompt but I have tried the enable command in command prompt but it did not work.
I just get "'reagentc' is not recognized as an internal or external command, operable program or batch file"

REAgentC is only valid on Windows 7:

It should be automatically enabled in the Recovery Environment.

Yes, I am in recovery mode through a bootable recovery flash drive
