Solved how can I create a 250gb data partition?

how can I create a 250gb data partition on my hard drive Move my files to it and then wipe the Windows partitions and then reinstall windows so that I don't lose my files.

My suggestion would be to sign up for a free trial of Live Drive. You get unlimited backups of your hard drives. The trial last for 30 days so you have plenty of time to upload, then download once you have sorted out your issues.

First off which version of windows are we dealing with here? Your specs say iPhone of course and this is a windows issue. And what is the capacity of the current hard drive?

Depending on which version of windows you have - there are are ways to split the single partition into two... But not really advised.

I'd get a 500Gig at least; preferably a 1TerraByte... They're cheap enough from Amazon, Egghead etc. SSD are approaching the same prices (in some cases) as standard mechanical (SATA) drives. Either get one already in its own case; or get a separate case and a drive to fit. I prefer the latter approach - separate purchase of the drive and case.

But why the need/decision to wipe and re-install windows (whichever version) in the first place?

I am running windows 10 my profile in regedit got deleted so I need reinstall windows I was going to just back up my files on a flash drive but someone on here recommend I do this

Do NOT trust flash drive as safe/secure - reliable - storage; at any time.. Flash drives are designed for temporary storage and ease of transport of files on the road - knowing they are safe elsewhere...

You would need a very large flash drive too; an external hard drive is cheap enuff and by far the safe, better and more reliable path to go.

When you re-install win-10 you could partition the drive at that time; part for OS/apps etc. and the balance for data. But even then ensure you have data copied/duplicated to another secure location too (an external hard drive).
