Solved EFI file error on boot

Specs: Windows 10
I have a Toshiba p885-s5102 satellite laptop and it suddenly quit working. On power up it displays the following EFI file error.
Your PC/Device needs to be repaired
The Boot Configuration Data for your PC is missing or contains errors.
Error code: 0xc0000034"
plus some general comments about seeing your IT specialist. The computer was delivered with Windows 8.1 and was later upgraded to Windows 10.

I created a recovery disk (both on USB and CD) using a second laptop. The problem is that the the laptop will not attempt to boot from anything but the hard drive. I've gone into BIOS and changed the order of the boot devices but with no effect. If the hard drive is installed I get the error. If I take the hard drive out I get a different error indicating that there were no boot devices attached.

I could attempt to repair the boot sector with the offending drive connected to a second computer using a USB adapter but have no idea of what needs to be copied where.

You can't repair the boot sector by copying from another PC.

Thanks for the link to the site discussing how to repair the file. The secondary issue that I'm having, however, is that I cannot get the computer to even attempt to boot from either a USB or CD. So, I'm not able to repair the file. I've changed the boot drive order in the BIOS but still it will only attempt to boot from the hard disk. Any suggestions on how to tackle this secondary problem?
