thank .. I found a solution.
change the permission on these keys.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\CommandStore\shell\Windows.ShowFileExtensions
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\CommandStore\shell\Windows.ShowHiddenFiles

Permission change steps:
1. Right-click the keys and choose Security.
2. Under advanced settings, change Owner.
3. Highlight the user groups and choose to Deny all, then these options can be hidden.

and looking now for a way to do that with a GPO.

See this:

Wondering why seeing file extensions is such a bad thing but accept that's what you want.

Note that this pre-dates Win 10 but most basic registry functions have not changed. In any event you can undo the changes if they are not to your liking.

Seeing file extensions is not the problem, but changing it is.
this doesn't disable anything in the ribbon (win10)
