Solved can not sign on to iTunes

Dell - inspiron 17.3" laptop - 4gb memor...

Specs: Windows 10, AMD A8/4 Gb
I can not sign on to iTunes. I get the Account pull-down menu but all of the choices are grayed out. I did a "clean" uninstaller per Apple and I also did their recommended procedures for making sure that all files are completely uninstalled.I then installed the most recent version but got the same results: grayed out choices.

Were you ever able to sign in using this computer? Is the system authorized for iTunes use?

Thank you for suggestion. The problem has been resolved; it appears that iTunes was down for maintenance all during the time that I tried to sign in.
