First thing I would try is this, as it's easy:
Turn off laptop, remove power cord, remove main battery if at all possible. Next hold the Power Off/On button down for about 20 seconds to discharge the motherboard components. This has helped unstick things at odd times.

Otherwise, see if you can make your way to Device Manager and see if any errors are showing under "Keyboard" and "Mice and other pointing devices". Let us know if any errors are showing (usually small yellow icons). You could also under each appropriate sub-heading right click and use Uninstall then restart the computer. DO NOT say yes to any request to remove software. On restart this will find the items as new hardware and attempt to re-establish the software, which often fixes issues.

Failing that check with your computer manufacturer to see if you have the latest drivers for both items, preferably ones that say Win 10.

I realise this will be fiddling from the touch screen so I wish you well. If necessary you might be able to download drivers as files on another computer then see if you can copy them across using a flash drive.

Always pop back and let us know the outcome - thanks

I had the same problem on an Asus Transformer.

Uninstall the Windows 10 driver and use the driver from Asus.
