0xc000000f bluescreen says your pc/device needs to be repair

Specs: Windows 10
got a blue screen saying ''your pc/device needs to be repaired'' it has the the option ''press enter to restart'' or ''press F8 for startup settings'' when i press either one it does nothing. how do i fix this?? im downloading the windows 10 os on usb flash drive right now.. will i have to install windows 10 os again?? if so can i get a step by step instructions on how to do it please?

If you use a wireless keyboard or a USB wired keyboard that is plugged into a hub or front USB port that has as part of it an internal hub (or even a USB port that is not directly on the chipset) then the F key is not being recognized. In this case use a wired keyboard plugged into a rear USB port directly into the chipset or if possible, a PS2 keyboard. You will also need the F key to access the flash drive if the BIOS is not set to boot to the USB port first but before you try reinstalling, lets determine that the current installation is repairable or not. If the Windows 10 built in repair options do not work, we will need to test your hard drive to be sure that it is still good because it is very possible that it is where the problem actually is. Please try the above options to see if you can access the repair options and if they can help you. If not then the next step it to load a bootable version of Seatools from Seagate to a CD or flash drive and boot to that and run the short hard drive test.
Depending on these results, there will be other possibilities to try.

You have to be a little bit crazy to keep you from going insane.
