Pieces print but not whole page

Specs: Windows XP Pro, Intel Core Duo/3gb
This is a strange one. Using IE 7,8 and 9, the page looks fine in the browser window, but when trying to print; we get the header, the top 2 lines of the table then it drops the middle of the form and prints the bottom of the form and the footer.
Background: We cannot use mozilla (not allowed). OS: Windows XP Pro and Windows 7.
Doesn't matter what the margins are set to and it doesn't matter what type of paper (I like printing landscape on tabloid 11 x 17, w/margins of .2). Background print is turned on in IE.
Any ideas?

Turn OFF what you refer to as "background print". What that does is tell the printer to print everything including the background colour and all images - and that can often be a very large amount of data that your system or printer cannot cope with.

So turn that option OFF (untick):

In IE - Print > Page Setup > untick Print Background Colours & Images

By default it's unticked because that's the setting which most people need & prefer.

Print Background is on because it's a Navy requirement, however, I turned it off for a test. Restarted IE to be on the safe side and got the same results. I get the header, a block from the middle and the footer. It skips a big chunk between the header and the middle. I thought it was a table misalignment, but I have verified that every <TR> has a matching </TR> and every <TD> has a matching </TD>. No clue why it is doing this, it's drive us crazy.
