New Tabs Always Open To Blank Page?

Specs: Windows 7
It seems there is no way to change what page a new tab opens to. Instead, it always opens to a blank page and I'm staring at a blank page until I actually type in a URL or go up and click the 'Home' icon. Seriously?

This isn't just so I can open on a search engine. For searches, I'm happy to just use search bar. I have a custom Home Page with all my favorite sites:

As a software designer, I'm actually pretty shocked that there appears to be no way to do this. A blank web page is just useless. A new tab should open SOMEWHERE, and it seems the current Home Page would be a great option.
