How do I give logon access to a user?

Specs: Windows 2003 server
I have a user on my domain the needs access to the server for a software configuration, how do I give that user access but not allow him to do anythin else? I don't want him to be making changes to the registry, or DNS, or any other management apps that he can do damage with.

can you be a bit more specific? Installing or just configuring the software? If config most softwares allow you to do this from a workstation with the correct privledges in the software.

He needs access to IIS so that he can configure it to do something (I know its vague). I has to do with displaying our folder directories.
