Advice on how best to play audio clips

Specs: Windows XP
Hi, I’m after some advice on where to begin with this.
I want to create a page that has 8 different audio clips on it and you just click a button and it plays that clip, it'd be a wav file. Each clip would need a start and stop and need to be very quick to play, so I don't want it to just launch media player and play it, I want it to be embedded in the document I think? Ideally I'd like to be able to play two clips at once also and this would probably run on a dedicated PC.
There are hardware based off the shelf solutions but I’m sure there must be a easy and simple way of doing this myself (and cheap.)
I'm very IT literate, video production is my profession, but I have never done any programming or flash programming and I'm just not sure where to start, I think maybe a flash webpage stored on the local PC may be the best way but I'd appreciate some advice on the best way to proceed (I have flash as part of Adobe suite.)
Is flash the best way, maybe a web page, maybe a dedicated progarmme, I think I've seen similar things done with Access forms perhaps?
Just to complicate matters.
I'd really like it if I could assign an F key to each start button as I'm also pondering whether I could get some kind of remote GPI trigger to start each clip, but that's probably a separate issue.
Any help much appreciated.

Well no replies but for anybody else with the same question I've done it in flash by following this video
and this - also found 2 free utils Digi Cart and SundPlant both good.
