How to write a c shell script?

Specs: Windows 7
How to write a C shell script that accepts a file name as one argument and the word read, write, or execute as the second command. The script should then toggle(switch on to off, or off to on) the specified file permission of the named file for the file owner.
the script should then report what it has just done.

Can you help me to write this script in Cshell?

You could go to school, and I'm sure someone could help you figure it out. You'll probably have something like that as a homework assignment.
